Representative Bob Latta (R-OH) sponsored H.R. 3590, the Sportsmen’s Heritage and Recreational Enhancement (SHARE) Act of 2013, which contains harmful measures undermining the National Environmental Policy Act (NEPA), the Wilderness Act, and the Environmental Protection Agency (EPA). The bill includes language that could allow the use of motorized vehicles, road construction, and other forms of development within protected wilderness areas, and it blocks input from public stakeholders in National Wildlife Refuge management decisions. This legislation also includes provisions that would weaken the EPA’s ability to regulate toxic lead in ammunition and adds new exemptions for chemicals used in fishing equipment. Additionally, this bill would undermine the Endangered Species Act and Marine Mammal Protection Act by allowing the importation of polar bear trophies from Canada, which encourages hunters to kill protected species in other countries and then seek legal waivers from Congress after the fact. On February 5, the House approved H.R. 3590 by a vote of 268-154 (House roll call vote 41). NO IS THE PRO-ENVIRONMENT VOTE. On July 10, the Senate failed to invoke cloture on legislation containing many of these provisions, S. 2363, the Bipartisan Sportsmen’s Act of 2014.
