Surface Mine Reclamation Act of 1974 (H.R. 11500). The vote is on the Hosmer substitute bill to exempt strip mining operations, even those on steep slopes, from restoring the land to its approximate original contour, if the land were later used for agricultural or recreational purposes. Even when tough restrictions on regrading and re-vegetation are upheld, experience has shown it extremely difficult to stabilize materials on steep slopes. Opponents of the amendment argued that “someone could simply plant oats without any intention of restoring the land to productive use.” The Nixon Administration took no official position on the amendment. July 23, 1974. Adopted 213-193. NO is the correct vote.
