Representative John R. Carter (R-TX) sponsored H.R.8580, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025, which, despite the funding focus implied by the title, contains several anti-environmental provisions, including cutting $30 million from last year’s appropriations for climate change and resilience projects at US military installations and blocking funding for executive orders on climate change mitigation and clean energy deployment. Poison pill riders have no place in government funding bills. On June 5, the House approved H.R.8580 by a vote of 209-197 (House roll call vote 247). NO IS THE PRO-ENVIRONMENT VOTE.
