Representative Alan Lowenthal (D-CA) offered an amendment to H.R. 5538, the Interior, Environment and Related Agencies Appropriations Act, 2017, which would strike a harmful provision in the bill that blocks the Department of the Interior from raising royalty rates for coal, oil, and gas on federal lands and waters, despite the fact that royalty rates in the U.S. remain among the lowest in the world. It would also allow a recently finalized rule from the Office of Natural Resources Revenue to proceed, which stops practices that allow the predatory undervaluing of oil, gas, and coal extracted from public lands and the resulting loss of royalties. On July 13, the House rejected the Lowenthal amendment by a vote of 183-246 (House roll call vote 435). YES IS THE PRO-ENVIRONMENT VOTE.
