Representative Paul Gosar (R-AZ) offered an amendment to H.R. 5055, the Energy and Water Development and Related Agencies Appropriations Act, 2017, which would prohibit funds from being used to prepare, propose, or promulgate any regulation or guidance that references or relies on the administration’s Social Cost of Carbon formula. The formula finds an estimate of the economic damages associated with a small increase in carbon dioxide emissions. It includes climate change damages such as net agricultural productivity, human health, property damage from flooding, and changes in energy costs. The devastating costs of climate change must be factored into regulatory decisions. On May 25, the House passed the Gosar amendment by a vote of 230-188 (House roll call vote 256).
