Representative Xavier Becerra (D-CA) offered an amendment to H.R. 5538, the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2017, which would strike a provision in the underlying bill preventing the EPA from requiring polluting industries with a high likelihood to cause catastrophic damage to the environment to carry insurance. Under the Comprehensive Environmental Response, Compensation, and Liability Act, also known as Superfund, polluters are supposed to pay for environmental damages and clean-up, but the rider in the underlying bill would allow them to evade their financial responsibilities, leaving taxpayers with toxic messes and a hefty cleanup bill. On July 12, the House rejected the Becerra amendment by a vote of 190-236 (House roll call vote 430). YES IS THE PRO-ENVIRONMENT VOTE.
